I got it to grant it to me, but only after I manually started a build. Looks like automated builds don't trigger the check for it.

Relevant rule files:

According to git blame, @ralph and @churchyard were the last people to touch these. Maybe they know more about how to debug this. I'm not sure how to debug this though.

@sayanchowdhury Do you have any insight?
