#182 Add "Program Management" category to commblog

I'd like to create a "Program Management" category to the Community Blog instead of using the default "Fedora Project Community" category. This is your opportunity to raise objections. If there are none by the end of the week, I'll use it for Friday's post and update previous posts to use the new category.
