If you look carefully you will see that the 'grubby' package is in fact a small compat package, not the entire old grubby.
It's still needed for some things I am pretty sure.

@kevin sorry I missed this before. The grubby package is still installed for backward compatibility because users were relying on its CLI to manage boot entries.

But is not the old C program but just a script that modifies the BLS snippets in /boot/loader/entries and provides the old tool CLI interface. The previous tool was moved to the grubby-deprecated package and is not installed by default anymore.
