#86 Packaging_Tutorial_GNU_Hello.adoc changelog example uses offensive name

The fictitious name used in the changelog example:

is offensive at least in an American English context, as 'coon' is an old racist term (see: https://www.merriam-webster.com/dictionary/coon). This is a well known issue from the GPL universe; GPLv2 itself uses "Ty Coon, President of Vice" in its "How to Apply" section and I assume this was adapted by the authors of this guide. This name was removed in GPLv3 in part because of concerns that it was offensive.

In the context of the GPL, the name was probably thought to be humorous around the time of the first version of the GPL (1989) (I guess, poking fun at corporate/business culture from a software developer perspective); whether that was actually so or not, I would assert it is not especially funny today even if you ignore the racist terminology problem.
