Package maintainer docs are moving from Wiki to dpcs.fp.o.
Here, an entry is added to the Engineering Teams page.

I'd say something like "Documentation for community members involved in the maintenance of Fedora packages". (It doesn't matter if it's a Red Hat employee or not etc.)

PR #171 was merged, so this can proceed too now.

Agreed. There's no need to distinguish between Red Hat employees and non-employees here. @oturpe, can you please rephrase that and rebase this PR?
