The koji builder buildvm-s390x-19.s390.fedoraproject.org seems to be broken with:

I've destroyed the VM and I'm reinstalling it.

Closing as fixed - the host has been reinstalled.
Note that the builder is disabled in Koji - a Koji admin will need to enable it.
