Packagers observe that MBS often fails to build the initial module-build-macros package with this error:

Failed to build artifact module-build-macros in Koji

Then the corresponding Koji task for building module-build-macros reports:

GenericError: Build already in progress (task 86389718)

There is a workaround to submit the the modular build again. But it's quite annoying.

Please investigate whether this is a bug in Koji or in MBS and then forward it were appropriate to implement a fix.
