It took 3 minutes for fedora-36-x86_64 but 38 minutes for fedora-37-x86_64. That's because F37 was stuck for the majority of the time on

This is the only instance of the issue that I can find right now but I am sure that I've seen it several times within the last few weeks.
Are you aware of something that may be causing this? Is there something that we as Copr / Mock devs can do?

Looking at the build times:

It seems that once the first line 2023-02-13T15:18:44+0000 in dnf.librepo.log appeared, it was already after the delay.

So, it was before it actually started querying repos.... so a dnf issue? (or nameserver, or something).
Not sure if it's anything we can do anything about.
