Hello,
It seems like one of the load-balanced websites hosting dl.fedoraproject.org is misconfigured. When attempting to download from 38.145.32.24, I receive a Connection Reset error. If I use any other IP that dl.fedoraproject.org resolves to it works fine.

As a temporary workaround, I have the below line in my /etc/hosts file.
38.145.32.23 dl.fedoraproject.org

This behavior started on August 6th.

It looks like it just hit max httpd workers... some misbehaving site hitting it a lot. Will see if we can do some blocking...
