There will be an outage starting at:

The outage will last approximately 3 hours. The copr-backend storage (copr build results) will stay mostly online during this outage but some downtime is expected.
Reason for outage: We're updating copr packages to the new versions which will bring new features and bugfixes.

We already did all the preparations and testing, and we are ready for the release. This should bring several performance improvements that the Pulp folks are waiting for, so we would really like to move forward irrespective of the freeze.
Also, @msuchy says, Copr has never been subject to the freeze. We don't mind it being so, if the intention is that Copr is now considered to be an important part of the infrastructure. But it is also possible that some unintended misconfiguration happened.

No idea... perhaps sometime the Freezes: false was removed from host / group vars?
But in any case I don't think copr is frozen or should be. So go ahead and also look at adding those vars for next time?
