We have been dealing with AI scrapers for a while now.

We had #12463 to investigate migigations, and really anubis is the best choice at this point.

This issue is about deploying it.

I've enabled stg.pagure.io and am working on other proxy based staging applications now.

anubis should be now deployed on our services that have been hit hard by scrapers.

There are some outstanding issues to tweak, but the deployment is done.
