#8036 Move f28 in mirrormanager to archives

Fedora 28 has been copied over to the master archives and the mirrormanagers can point users to there. Once that is done we can remove it from the /pub/fedora and /pub/fedora-secondary locations.

Yes, update-master-directory-list was able to see the new files and right now MM is already pointing to archive for all of F28.
