I tried to do kernel builds last night and the aarch64 builders didn't seem to pick anything up

Please investigate and fix why aarch64 kernel builds are not being picked up
Today 2019-12-18, this will block the 5.4 rebase as well
Fixed.
I had set secure-boot to use 2 very large/fast aarch64 boxes, but then I forgot to add more when I added chromium to use those, and then they oomed, so nothing was happening.
I've rebalanced things so there are lots of aarch64 boxes in that channel now.

Question.. in the future should tickets like this be in releng or infrastructure?
Well, if it was a hardware or os level issue, here would be best. In this case it was just configuration, so releng would have been best.
The line is kinda blurry...
