#8707 Find all old retired components in bugzilla and mark them 'closed to new bugs'

Our new bugzilla sync script correctly marks retired packages as 'closed to new bugs', but it doesn't know about all the old retired packages we have/had before this functionality was added.

It would be great to do a one time sync where we:

  • find all the components in bugzilla that are not active packages, orphaned packages or known retired packages
  • mark them closed to bugs.

Note that there are a few 'special' components we may need to explicitly exclude here: distribution, LiveCD*, etc.
