The later, nagios keeps warning us about it.. :(

It seems to be failied regularly after restart. This is software we run for another group, and we are not familiar with how it works to debug/fix. [This is the world of containers, we run magic from someone else on the hopes that the hidden sorcery always works. When it doesn't we point fingers at a long string of other people pointing fingers to software they also don't control. Welcome to the future, our cookies are a lie.]
