If I navigate to, say, https://src.fedoraproject.org/fork/mavit/rpms/emacs/tree/enchant, click "Open PR" then "New Pull Request", I am taken to https://src.fedoraproject.org/fork/mavit/rpms/emacs/diff/master..enchant which says:
400 Bad Request Branch master could not be found in the target repo
Branch master could not be found in the target repo
I can successfully work around this by manually editing the URL to say rawhide instead of master, by the way.

I suspect this is because your fork still has master has the default branch.
