As discussed in https://gitlab.com/fedora/bootc/tracker/-/issues/39,
we will be maintaining all Fedora versions in the main branch going
forward. The fedora-bootc.yaml file upstream is now version-less. To
not break pungi, we need it to use the stub treefile we added that sets
the releasever to rawhide.

I guess we should discuss whether we want to backport the equivalent PR to f41 and f40. I would probably leave f40 alone but change f41? Then in https://gitlab.com/fedora/bootc/base-images, I'd nuke everything in the f41 branch and replace it with a README so it's clear that the canonical definition is now in main.

Since https://gitlab.com/fedora/bootc/base-images/-/merge_requests/63 merged, we kinda have to get this in now to not break pungi.
