#117 F40: Use versioned conf for bootc images

Use versioned config for fedora-bootc images and update the pungi config file name to reflect change to bootc only.

That name comes from the base images repo - https://pagure.io/fedora-iot/base-images/blob/main/f/fedora-40.yaml .

I renamed the pungi config to reflect the change to bootc and no more iot included.

Which is why we tend to make them generic named rather than versioned, it makes things more straight forward for things like branching and cherry-picking changes
