This just shadows the similar change on Rawhide and F41, but here
we aren't building the IoT base bootc image.

Merge if the similar PRs for main and f41 branch work as expected.

This is blocked for now because the PR for main didn't work out so great due to Pungi issues, see https://pagure.io/fedora-iot/pungi-iot/pull-request/95#comment-210185 for discussion.
