In F38 obviously. :) Probably not a good idea to add it with the Plasma 5.27 update on F37 as then it would randomly open for an already-installed system.

But... we won't be upgrading Plasma on F37 anymore after 5.27, will we?

It is supposed to trigger for Plasma upgrades, so now that I think about it, it does probably make sense to ship alongside Plasma 5.27.

It's packaged in https://src.fedoraproject.org/rpms/plasma-welcome-app. We just need to add it to comps & sync Kinoite.
