Agree, I'll re-add this to the base image in Kinoite as it's better for multi-language / accessibility.

I've realized that it's already in the spin but was filtered out in KInoite. Will remove it from the filter.

https://pagure.io/workstation-ostree-config/pull-request/367 will do it for F39. Will backport to F38 at minimum.
