I am not sure what the problem would be to have this by default. Is this the correct location? Mounting that location in a writable one would mean KDE could work on implementing a selector where you can choose where SDDM themes are installed, or something similar.

This would be pretty cool, but somewhat of a dirty solution as sddm should probably fix that?
There are already workarounds for this issue listed in https://pagure.io/fedora-kde/SIG/issue/282 and the correct path to a fix is also listed there. Let's not add yet another workaround.
