#453 Turn the sound theme on by default

While attending @tyrylu and @vpolasek's talk about accessibility in Linux distributions, it was pointed out that the startup and shutdown sounds (and other sounds) are important for accessibility to know when the computer has done actions.

Since we have a sound theme again for Plasma 6, let's make sure it's fully enabled now.


What do we need?
We already Requires: the default sound theme in plasma-workspace.spec

We need to verify that kde-settings doesn't disable it for some reason.

Or the other way, we should explicitly ensure it's all enabled in kde-settings.

Related but not really: how do we get rid of the shutdown notification from systemd that often shows up and also plays a sound when shutting down?

"The system is going down for poweroff NOW!", I'm sure you've seen it at least once your your machines
