Helps address BZ #2069451

(There is already a white version of the logo but the sizing / format is different & a legacy usage. This one is the same sizing / format / ratio as the fedora_lightbackground.svg which is currently used for all desktop wallpapers on GNOME. This one can be used for dark-mode wallpapers.)
