#53 Create opensearch definition and link from main page

Create specification defined on page:
https://github.com/dewitt/opensearch

Link it from main page to simplify addition of search engine into
engine.

It seems to require full URL to search definition and the page, not just
relative paths used elsewhere. Point by default to production instance
packages.fedoraproject.org.

This is attempt to solve issue #46.
