#195 Add messaging repositories to zuul

zlopez/fedora-project-config messaging_repos  into  master

Download 195.patch

This commit will add
https://github.com/fedora-infra/the-new-hotness-messages
and
https://github.com/fedora-infra/anitya-messages
to zuul CI.

These repositories contains only messaging schema which was part of the
main project till now.

https://github.com/fedora-infra/the-new-hotness-messages is currently empty, but I will move the message schema this week.
