Great ! I think better to start with really few packages first 10, then 100, then the rest.
So here is another PR https://pagure.io/fedora-project-config/pull-request/31 to include 10 repositories.

Have you added the requested settings here in your packages settings ?
https://fedoraproject.org/wiki/Zuul-based-ci#Configure_the_repository_for_Zuul

Most important for now is:
- Adding zuul user as 'admin'
- Setting the webhook URL
- Setting "Notify on pull-request flag"

We can start to bootstrap an helper script for that.
