#118 Modify Perl scripts to read from .bugzillarc

Putting creds in a script is just asking for something sad to happen. Python's Bugzilla library reads from $HOME/.bugzillarc. There's no reason we couldn't have the Perl scripts parse that, too. (And perhaps someday rewrite in Python so that we get that for free)

They do that now! I'm really jonesing to rewrite them into a single script, etc, etc, but that's a matter for another day
