Discussed at the 2026-03-30 (blocker / freeze exception) review meeting:

This is accepted on the basis that it's a pretty bad experience if you have the configuration that triggers this, and you can potentially hit it on upgrade to F44 during freeze since the updates-testing repository is not enabled by default on stable releases, and we want to avoid that happening if possible.
