A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)

I should note that @derekenz was not able to reproduce this in manual testing - he does see a notification - so we should probably do more manual verification here. If other folks can test it'd be great.

I also did not reproduce this in a manual test, I got all the expected notifications. So it's an openQA thing somehow. I've unproposed it as a blocker.
