Issue #24: Make payload downloading configurable - fedora_openqa

Since we will want to test different kinds of desktops, let's make payload downloading configurable from config file.

User will specify:

[schedule]
payload: workstation, kde, lxde

and appropriate ISOs will be downloaded (and tests scheduled).
