Clicking this link simply appends "#services/setup-postgresql.adoc" to the end of the URL regardless of which page you happen to currently be on, and doesn't navigate anywhere.

So this is known for two month, and nobody even replied. Nice.

I have located the target doc. It is a little stale, but I will work on fixing the nav link.
