#5 Feature: Running GCE services in new or existing fedora-cloud-base image

These are required to be running on boot, for user management and execution of the special GCE 'startup script'. Most other things can/should be handled as-per-normal with cloud-init (e.g. disk expanding, adding default users, etc.).

RHEL/CentOS already have special images for AWS, so it's conceivable we could do that for Fedora + GCE, if not built into a single image.
