This commit adds a link and quick explanation about the Telegram group to be used during the conference. We decided to reuse the same group as last year with the reserved name @flocktofedora. This PR adds this change to the website.

Is it a good idea to endorse something as "offical" for Fedora when it even requires proprietary components on the server side (as Telegram does)? Only the Telegram client is GNU GPL licensed.

We are not replacing any other form of communication and we are not moving the project to Telegram. The wording is trying to convey that a group has been established for those who wish to use it and it is being listed on this site.

Can you offer a replacement wording?
