I did an F41 live install in a vm to prepare for the release party presentation, and ended up with an install that did not have fedora-workstation-repositories installed.
I guess that is not supposed to happen?
That is definitely not supposed to happen.
I see it installed in the image package install log:
INFO:anaconda.modules.payloads.payload.dnf.transaction_progress:Installed: fedora-workstation-repositories-38-6.fc41.x86_64 1721257886 3f0e11f94bea4d77e459fe0f123fe6f5ce8493c99095451e98a997fb71742670

I'll try again later this week and see if I can reproduce
I did another install where I made sure to enable third-party repos in initial-setup, and this time, nvidia was there.
