#1846 F28 approved Changes not in MODIFIED status (considered as not testable)

Hi FESCo,

on 2018-Feb-20 we have reached Fedora 28 Change Checkpoint: Completion deadline (testable). At this point, all accepted changes should be substantially complete, and testable. Change tracking bugs should be set to MODIFIED state to indicate it achieved completeness.

The following link is a dynamic Bugzilla query showing all the tracking bugs of approved Changes for F28 which are not at least in MODIFIED state: Not testable Changes.

On Friday on 2018-Feb-23, before the FESCo meeting, I will do review all of these Changes and I will update this ticket with static list of Changes needing FESCo review.

I will try to attend today's FESCo meeting, but if I'm not able to attend, please consider me as +1 to giving s390x, thunderbolt, and glibc features another week to fully bake. I'm sitting right next to @langdon right now, and I'd like to get a bit of feedback before make a formal vote on the "Add-On Modularity" feature.

AGREED: FESCo will wait another week for the changes not in MODIFIED status (+6, 0, -0)

As we are already in Beta freeze for F28 release, I believe we can close this ticket and focus on F28 Changes not in ON_QA status (<100% completed).

Yeah, let's move the discussion to the new ticket.
