Remove GCC from BuildRoot

Removing gcc and gcc-c++ from default buildroot in Koji and mock.

I think changes like this should get rolled into the mass rebuild, we have created a ton of noise around it. I am also skeptical of the benefits gained but not opposed to making the change. +1

It does get rolled into the mass rebuild, change owners just do the spec file changes, without any rebuilds. At least that's how I understand the plan. It would probably be good to clarify this in the change page.
