Dear committee,

On behalf of DNF team I would like to ask you for permission for a rebase of dnf, libdnf, dnf-plugins-core, dnf-plugins-extras? Rebased packages contain mostly bug fixes (15 bugs reported on Fedora) that might be a critical for Fedora users. But the amount of commits that will be delivered is quite high.

The release is prepared in https://bodhi.fedoraproject.org/updates/libdnf-0.22.3-1.fc29%20dnf-4.0.9-1.fc29%20dnf-plugins-core-4.0.2-1.fc29%20dnf-plugins-extras-4.0.0-1.fc29.

Apart from the addition of the repodiff plugin those can be considered bugfixes. There was a large amount of +1's on the bodhi update.

Rebase is necessary
1. Important fixes are in upstream
2. Back-porting is quite difficult because pathes are related between multiple components therefore backport could create new issues

Risks:
1. It is a huge release that fix a lot of problems. But the problem for one user could mean a feature for other.
2. We slightly improved behavior list conf class (now behave like python list or like in dnf-2.7.5) and removed behavior of append conf list class. It was requested but some users already could require formal behavior.
