Recently a draft was submitted to FPC: https://fedoraproject.org/wiki/No_more_exception_where_we_are_upstream%28draft%29
The wording in the draft is not actually correct in that the exception is not specifically related to Red Hat-maintained content, but the aim seems to be the same regardless. FPC doesn't believe it is within our bailiwick to simply ban this practise and thus pass the potato to FESCo. If FESCo decides to end this procedure then FPC can trivially amend the guidelines.
