This Change will add a new Fedora Lab image to the Fedora repertoire for users working in Computational Neuroscience.

I think it's worth to try this. I'm not sure if it will see widespread use, but we don't know if we don't try. So let's make this this available and if it turns out people don't really use it, we can always drop it.

Does it need a rel-eng ticket and approval?

After a week, this has (+5,0,0) and hence it is APPROVED (by FESCo).

And yes, I believe it also needs releng approval and trademark approval (that one was actually granted).
