There was going to be some work on the wiki splitting out the policy bits from the packaging bits, but I don't think this ever happened.

The Review Process page perhaps should be highlighted more (in two ways -- as an entry point for packagers to get to the Guidelines and the information about what to review made more prominent on that page). Both of those are things done outside of the Packaging: namespace so anyone should be able to make the changes to make that better.
