Unfortunately this information did not propagate into wiki and therefore it is hard to find out. Please include it somewhere...anywhere.
There was going to be some work on the wiki splitting out the policy bits from the packaging bits, but I don't think this ever happened.
Toshio: Any ideas what we can do for now here?
BTW: If we have a dedicated page about renaming packages, IMHO it should also include the bits from the naming guidelines:

I've linked that into two places:

which is where it seems to fit. The Review Process page perhaps should be highlighted more (in two ways -- as an entry point for packagers to get to the Guidelines and the information about what to review made more prominent on that page). Both of those are things done outside of the Packaging: namespace so anyone should be able to make the changes to make that better.
