#2800 Policy for encouraging co-maintainers of packager is out of date

Recently, an issue was filed for Package Maintainer Docs
asking for some simple instructions regarding adding co-maintainers.
I have discovered that it is better not avoid repeating FESCo policies in the Package Maintainer Docs,
so I checked how FESCo Docs currently discuss co-maintenance.
The main document is Policy for encouraging co-maintainers,
which is seriously out of date.
It should be updated to describe the current rules regarding co-maintenance.

Earlier, we have had good results in similar cases
when I have edited the policies and FESCo has review and finally approved the end result,
so we could try to use that approach also here:
