#3078 Consider revising package sponsor policy due to possible race condition

The package sponsor policy document states that:

If a sponsor concludes that a sponsored maintainer does not want to, or is not able to, fulfill the requirements, the[ sponsor] should file a FESCo ticket ... FESCo will vote whether to remove the maintainer from the packager group.

Simultaneously, the data which used to exist in the old FAS system is seemingly lost--at least, without a recovery mission which may or may not be possible[1]

Due to this, there is currently no way to know for certain whom sponsored whom, and as such, leaves us unable to follow this policy if it were to be required.

I suggest that the policy be amended such that any package sponsor may bring this request to fesco, including fesco themselves.
