#3166 Clarify voting process for non-responsive maintainers

In the 2024-01-22 meeting (log), we noted an inconsistency in FESCo voting policy compared to the non-responsive maintainer policy.

I had raised a couple NRM tickets to the meeting because they lacked votes, and the latter policy says:

If at least one FESCo member votes +1 and no one votes differently, the ticket is approved after three days. Otherwise, FESCo will discuss the issue during a meeting.

But this seemed to surprise other FESCo members. We should clarify the intent, and make sure that both documents are in agreement.


The intent is to be able to add whoever wants to be added as a co-maintainer ASAP, so they can fix the previously neglected package. It still takes 2 weeks to "retire" the nonresponsive maintainer.
