My point was that if Fedora were to hypothetically put a lot of energy in to contributing build files to upstream projects for something like meson (or it could be cmake), then the project could be in a position to say "hey, you know what, we could just dump support for all these other build systems." I realize everyone is probably rolling their eyes at the thought, but I always try to think about how we can reduce the size of the distribution rather than grow it infinitely. I chose this example to make that comment because of all of the autoconf/automake replacements to come along, meson has been the only one that is actually understandable to me. Again, anecdotal, but whatever.

We spend enormous amounts of energy on things like RPM macros to ensure things build with rpmbuild. What if we went up a level to upstream projects to ensure everything built with the same build tool. You wouldn't even have to remove the support for other build systems since it's not a zero sum game.

I have almost finished submitting a mass PR to convert all remaining packages. How should this move forward?

There is also the issue of merging the changes in the cmake package itself and probably having someone review it

Of course another option is to just merge the CMake update and let the unresponsive ones be addressed when they are FTBFS?

Probably a mass merge is appropriate rather than waiting. Then file bugs for every package that is using the variable override and link it to the CMake change bug. You can flag the bugs in Bugzilla to be excluded from auto-closing as well with Triaged + FutureFeature tags.

I want to start working on the PRs list soon. But now I am hitting the massrebuild. Should I do it after it? What I could do with the current permissions and before the massrebuild is go through the PRs and check their status, e.g. if they are still necessary, and narrow down the list to a manually verified (at least from my side) list of PRs to merge.

And yes about the bugzilla idea, I can automate doing that.

Any guidance on how to move this forward? Merge the CMake changes into F45 as soon as it branches and move these to F45 CP?

You can merge this and merge it backward into F44 and build everything if you want.

I do not have the rights for the repo, so I cannot action on that. Currently that's @besser82 and @orion

I can't merge the cmake PR because it has merge conflicts. Fix that and I can do that.
