This change will introduce support for Fedora virtualization hosts to run confidential guests on suitable Intel TDX hardware.

Owners, do not implement this work until the FESCo vote has explicitly ended.

Core support for SNP arrived in F41 https://fedoraproject.org/wiki/Changes/ConfidentialVirtHostAMDSEVSNP (NB the wiki change page was incorrectly retargetted to F42, despite most of it landing in F41 due to a communication error)
