Use zstd to compress the initrd for all Fedora variants by default when built with dracut.

Note though that based on the benchmarks provided (for CoreOS) - we will get faster boots, but not smaller initrd since we're already using xz?
Yeah. The linked comment shows either same or slightly larger size with zstd (depending on the compression settings). This needs to be edited for clarity.
