#3460 Change: Hardlink identical files in packages by default

A post-build step is added to the package build macros to automatically hardlink all identical files under /usr. Previously, this was done in some packages and now it's done everywhere by default.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.
