I corresponded with Viktor Ashirov today. His response:

389-ds-base-3.2.0 upstream release is delayed, there are RFEs still on review. But the latest 3.1.3 builds in F43 and F44 contain the required changes as part of the patch: https://src.fedoraproject.org/rpms/389-ds-base/c/f4f2109f94fe17fc6f86b01c178f91d2febd85b8?branch=rawhide
Build https://koji.fedoraproject.org/koji/buildinfo?buildID=2799941 has 389-ds-base-robdb-libs subpackage.

To me, it sounds like this Change is arguably two different ones:

  1. The release of a new upstream version 3.2.0 with many new features.
  2. The migration away from Berkeley DB to LMDB in 389 DS.

The latter, the migration to LMDB has landed and is complete, but the new upstream release has not happened yet.

Since both of those things are (IMHO) important enough to justify a Change, I'd like to propose:

Proposal: The 389 DS Change must be split into two separate ones, one for the feature release and one for the database migration. The existing Change approval for the database migration remains approved for Fedora 43. The 3.2.0 feature release is deferred to Fedora 44.
