Update the cmark package and library to version 0.31.1 (or later). Various dependent packages will be rebuilt against it.

Agreed, the upstream release notes do not indicate that this would be particularly troublesome.
I'm fine with this being a Change Proposal - Jens mentioned that this update is long overdue and if making it an official Change gives it the necessary oomph then I'm all for it. +1
@zbyszek Our guidelines really only describe what must be a Change Proposal. While I agree, this one probably doesn't have a wide enough impact to require a Change, it's certainly still welcome to file one, if only to get added to the release notes and project tracking.
